The 9th Asian Winter Games Harbin 2025 (hereinafter referred to as the “Asian Winter Games”) will be held in Harbin, Heilongjiang Province, People’s Republic of China in February 2025. It is another major international comprehensive ice and snow sports event held in China, following the XXIV Olympic Winter Games in 2022. In order to further carry forward the volunteer spirit of “contribution, friendship, mutual aid and progress”, demonstrate extraordinary splendor of Longjiang volunteers through high-quality service competitions, propagandize the historical and cultural regional characteristics of Heilongjiang Province and Harbin City, and continuously expand and improve the influence, popularity, and recognition of Heilongjiang Province in the country and Asia, the Social Work Department of the Heilongjiang Provincial Committee of the Communist Party of China, the Propaganda Department of the Heilongjiang Provincial Committee of the Communist Party of China, and the Executive Committee of the 9th Asian Winter Games Harbin 2025 have decided to jointly organize the “Creative Design Competition for Sports Cultural Public Welfare Posters and Volunteer Badges of the 9th Asian Winter Games Harbin 2025 Harbin 2025” with the theme of “Welcoming the Asian Winter Games and Demonstrating Volunteer Splendor", so as to stimulate people from all walks of life to pay attention to, support and participate in the volunteering and cultural and creative design of the Asian Winter Games.. Thereby, creating a grand, warm, welcoming, and memorable atmosphere for the success of the 9th Asian Winter Games Harbin 2025.

II. Qualifications and Instructions for Applicants

(I) Qualification of Applicants

It is aimed at sports enthusiasts, creative design professionals and enthusiasts, and public welfare enthusiasts in Asia. All natural persons, legal persons, and unincorporated organizations (including combinations between entities) who meet the collection requirements can submit their application plans to the collection party in accordance with the collection requirements and become applicants.

(II) Instructions for Applicants

The applicant shall fully understand and accept the collection conditions and requirements, and is willing to provide design solutions for the sports and cultural public welfare posters and volunteer badges for the 9th Asian Winter Games Harbin 2025, or can serve as the direction, inspiration, and reference for the creation of public welfare posters and volunteer badges. Applicants are required to download, fill out and sign in writing, and submit relevant documents such as the General Information Form of Applicants and the Commitment Letter of Applicants in accordance with the requirements of the Announcement of the Creative Design Competition for Sports and Cultural Public Welfare Posters and Volunteer Emblems for the 9th Asian Winter Games Harbin 2025.

III. Related Technical Requirements

(II) Design objectives

The design of sports and cultural public welfare posters and volunteer badges for the 9th Asian Winter Games Harbin 2025 shall reflect the pursuit of Olympic sports, Chinese culture and values, as well as the philosophy of the 9th Asian Winter Games Harbin 2025. The creative design of the work shall be deeply aligned with the theme, with healthy and upward content that conforms to public aesthetics, positive energy, innovation, and good infectivity and dissemination.

(III) Format requirements

1. The format of public welfare poster works shall be JPG and PNG, with a size of 50 × 70cm and a minimum of 300 dpi. RGB and CMYK color modes are provided. It can be a single work or a series of works. For series works, it is recommended to submit a comprehensive display rendering or exhibition board of the work.

2. The format of badge design works shall be JPG, PNG, or A4 color draft, not less than 300 dpi, and accompanied by necessary explanations such as design concept, CMYK or RGB color values, font, etc. (within 500 words). It is suggested to have a comprehensive display rendering or display board with a size of 50 x 70cm for the artwork.

(IV) Other requirements

1. It is required to reflect the characteristics of winter sports, with simple, beautiful, generous patterns, easy recognition, and memory, bright colors, prominent themes, a strong sense of the times and visual impact, distinct symbolic significance and sports charm, and the ability to highlight the image of Harbin city and the characteristics of ice and snow.

2. The design work shall include three elements:

(1) The Asian Winter Games characteristic elements: design elements that reflect the culture and values of the host city/country.

(2) The Asian Winter Games Seal: Name of the host city and year of hosting.

(3) The symbol of the Olympic Council of Asia: a bright red sun with 16 beams of light, and a white circle in the center of the sun disk.

3. Special elements of the Asian Winter Games:

(1) It is not allowed to interweave or overlap with the two elements of the Asian Winter Games seal and the symbol of the Olympic Council of Asia.

(2) It shall reflect the national identity of the host country.

(3) It must be an original work with complete legal rights that has not been published or used (including licensed to others), which doesn’t infringe upon copyright or other rights, and doesn’t contain internationally renowned or commonly used content information.

(4) It shall not contain the Olympic motto, Asian Olympic Council motto, Olympic logo, or other Olympic-related image, information, or other elements.

(5) It shall not contain any constituent elements or similar designs of the National Olympic Committee logo.

(6) It shall be able to obtain copyright protection, suitable trademark registration, and other intellectual property protection.

(7) It shall be a color version that is easy to replicate.

(8) It shall be able to be used for different replication processes, such as printing, etching, embossing, electronic screen display applications, etc., and meet basic requirements such as clarity and recognition when replicating for various shapes and scenes.

(9) It shall ensure the recognition and clarity of the symbols of the Olympic Council of Asia.

(10) While integrating into the culture and personality of the host city or host country, it must also be suitable for use and promotion by rights-holding broadcasters in Asia and the world.

IV. Composition and Submission of Application Plans

Applicants are required to submit the design drawings, design instructions, candidate information form, and the Commitment Letter of Applicants for the sports and cultural public welfare poster or volunteer badge for the 9th Asian Winter Games Harbin 2025. The application plan shall not infringe upon any rights such as copyright.

V. Award Settings

After the collection event, the organizer will organize online voting and invite experts to evaluate the entries. There will be gold, silver, and bronze awards and excellent awards according to categories (public welfare posters and volunteer badges), and issue certificates, and a certain amount of material rewards. The winning works will be widely promoted and displayed through a combination of online and offline methods.

VI. Activity Steps

1. Activity initiation. From May 21st to May 31st, 2024, the organizer issues an announcement to announce the competition through news media and other means of communication to the Asian region and both inside and outside the province, launching the event.

2. Collection of works. From June 1st to July 20th, 2024, the organizers of the event will collect works.

3. Preliminary review of the work. From July 21st to July 31st, 2024, after the collection is completed, the executing unit will sort out, review, and preliminarily evaluate the works.

4. Online voting. From August 1st to August 10th, 2024, online voting will be organized through news media.

5. Final review of the work. From August 11st to August 31st, 2024, the organizing committee of the event organized experts to evaluate various categories of gold, silver, bronze, and excellent award-winning works.

6. Exhibition of works. From September 2024 to February 2025, a column will be opened in relevant media to announce the list of gold, silver, copper, and outstanding award winners (award-winning organizations) and their works in this competition. Certificates and rewards will be presented to the winners (award-winning organizations), and outstanding works will be exhibited and displayed.

7. Production of works. Produce award-winning outstanding works into public welfare posters and volunteer badges for the Asian Winter Games, and widely promote them during the Asian Winter Games. Volunteer badges will be presented to volunteers participating in the volunteer service for the 9th Asian Winter Games Harbin 2025, as well as participants from various countries and guests from home and abroad.
